ADVISORY ON OVERSEAS ABSENTEE VOTING (OAV)
The Commission on Elections (COMELEC) of the Philippines has promulgated a Resolution No. 9567 on 04 December 2012 entitled "In the Matter of the Policy to be Adopted for Overseas voters who Failed to Vote Twice for the Purposes of the May 13, 2013 National and Local Elections" stating that Overseas Absentee Voters who failed to vote twice (i.e. during the 2007 and 2010 National Elections) should now be removed or deleted from the National Registry of Overseas Absentee Voting (NROAV).
The List of Overseas Absentee Voters who failed to vote in two consecutive elections can be found in both the COMELEC website:

Those concerned overseas absentee voters who wish to remain in the said list (NROAV) are advised to file a manifestation of intent to vote in the May 13, 2013 National Elections with the Embassy or Philippine Consulate General which has jurisdiction over their residence or directly with the Committee on Overseas Absentee Voting (COAV), Manila or online at:
or through fax no. at (632) 521 2952. Such manifestation should state the country where they registered as well as their maternal middle name and birth date to ascertain their identity.
The deadline for filing of manifestation has been extended from December 21, 2012 to January 11, 2013.
Those who wish to manifest their intention through the Philippine Consulate General are therefore advised to file their manifestation with the Consulate on or before January 11, 2013.
